Arcturus Mengsk is the political villain of classic StarCraft: a revolutionary who overthrows one tyranny and builds a colder one in its place. He is charming on the broadcast and ruthless in the war room.
Mengsk leads the Sons of Korhal against the Confederacy, recruiting idealists like Raynor and Kerrigan with talk of justice. For a while the cause feels righteous. Then Tarsonis arrives, and Mengsk reveals the price of his ambition—using psi emitters to lure the Zerg and abandoning Kerrigan to die.
That decision defines him. Raynor never forgives it. Kerrigan never forgets it. Mengsk simply crowns himself emperor of the new Terran Dominion and treats history as a speech he can rewrite.
In Brood War he remains a survivor-politician: hunted, rescued, bargained with, and never truly reformed. Missions around Korhal and Emperor's Fall show how central his regime is to the sector's chaos, even when he is not on screen.
Mengsk endures because he feels realistic. He is not a monster from another species; he is a human leader who weaponizes hope. In a universe of alien apocalypse, that makes him uniquely hated.
